Fiddle with the breaker until you find the right switch and reactivate the circuit. The major problem is when the same circuit continues to display problems. At that point, it’s probably the device and not the circuit’s fault. Any shorts in the wiring can be dangerous to deal with, which is why it’s better to have a professional check it out.
Extension cords shouldn’t be played with, especially when they’re too old and could be a hazard. It’s possible to fix extension cords, but depending on their age, you might as well replace them instead.
